Keeping it Affordable
We charge a small service fee each week with no contract, and you can cancel anytime. Our fee includes hosting a weekly 45 minute online meeting with your leaders and senior managers, and also includes an extra one-to-three hours working each week with whomever you choose to help us with implementation. (Ideally, at least 2 people).

What We Deliver
Each of the following milestones are accomplished by using our OE21 data collection and analysis tools and Baldrige-aligned processes to assess your current performance, brief results, create improvement plans and get your organization engaged and moving toward workforce excellence. For small businesses (20 to 500 employees), most milestones are completed in one week. Larger organizations may take longer.
OE21 Scorecard Assessment – We use our OE21 Scorecard data collection and analysis model to find out what your people think about your organization’s performance. All managers, supervisors and leaders provide inputs to the data collection model. It normally takes less than one hour to complete using an online secure data collection tool (www.surveymethods.com). We export the results and input them into our OE21 Scorecard, then provide a complete online briefing to your organization. Now we can all see twenty-eight performance indicators color-coded as satisfactory, marginal, or unsatisfactory. 1 Organizational Description – We collaborate to create a description of your product and service offerings, mission, vision, values, culture, workforce profile, assets (facilities, equipment, IP), regulatory environment, organization chart/structure, defined customers and market segments, and suppliers and partners. You receive and approve the document. After approval we suggest you publish it on your password protected Intranet. Now everyone including new hires can quickly understand who you are. We also conduct online brainstorming using our OE21 Innovator process to discover opportunities to repurpose or improve the assets and workforce capabilities you have.
2 Organizational Situation – We collaborate to create a description of your competitive position, competitiveness changes, benchmark data, SWOT assessment and performance improvement system. You review and approve this sensitive document and (we suggest) you keep this document private, shared only with those key people that have the need to know. We expect this work will help improve your strategic plan or get the processes underway on a good track.
3 Measurement, Analysis System – Assuming you have an operational system for measurement, analysis, review, and improvement of organizational performance, we compare it to our OE21 Results Excellence Measurement System (Excel workbook). Our OE21 REMS includes data input tables that drive 52-week trend charts, and quarterly trend charts all supported with metrics dictionary of KPIs. In some cases, we use our OE21 REMS to help you improve your measurement system, or you can use our REMS as your measurement and analysis system. Now your workforce performance is measured and ready to support regular performance reviews so everyone stays on the same page.
4 Information and Knowledge Management – We collaborate to create a description of your information and knowledge management information, including verification of quality, availability and security of information and knowledge. You receive and approve the contents of the document, integrate it with what you now have, and (we suggest) you publish it on your password protected Intranet. Now your workforce has quick access to the data and information they need to do their jobs better and faster.
5 Workforce Capability and Capacity – First you download our OE21 Workforce Capability and Capacity model (Excel workbook). We collaborate to use this OE21 model for assessing your workforce capability and capacity needs including talent shortages. We collaborate to document or improve your process for managing workforce change and for organizing and managing the workforce. We deliver the OE21 Process Chart (Excel model) with the process steps used to measure capability and capacity. Now you work on improving your capability and capacity in alignment with your strategy and goals.
6 Workplace Climate and Culture – You download our OE21 Risk Manager model (Excel workbook) and on the FEMA site, you download the latest FEMA business continuity guide, plan and worksheet. We collaborate to use these models for assessing your workplace health and accessibility for the workforce and supporting the workforce with compensation and benefits they value. We compare FEMA guide to your existing documents and help you identify areas to be improved or documented. When necessary, we use our OE21 Risk Manager to discover current organization risks that impact employee safety and business continuity. We collaborate to document your new workplace climate and culture process in our OE21 Process Chart delivered to you. Now you know what employees think about the organization, and you understand what is needed to keep them happy, engaged and loyal.
7 Workforce Engagement – You download our OE21 Workforce Engagement and Voice of Workforce data collection and analysis models. We collaborate to use these OE21 models for assessing your workforce engagement and workforce satisfaction. After reviewing the results of this assessment, we document your new workforce engagement process in our OE21 Process Chart and provide suggested action plans.
8 Team Performance Management and Rewards – You download our new OE21 Team Based Performance Manager and OE21 Team Rewards Manager models (both Excel workbooks). We collaborate to use these models for assessing and improving your system for planning weekly work, measuring work performance and quality of work outputs, for tracking the related trends and measures of productivity, quality, cost effectiveness and innovation. Next, we assess your system for rewarding teams for high performance. Your improved team performance management and rewards process is delivered in our OE21 Process Chart model. You have the option to use our models if desired.
9 Workforce Learning and Development – You download our OE21 New and Existing Training Courses data collection and analysis models (Excel workbook). We collaborate to use these models for assessing and improving your existing and planned training course value and effectiveness. Next, we use our simple OE21 Career Road Map model to help improve your career development and succession planning process. Your improved workforce learning and development process is delivered in our OE21 Process Chart.
10 Workforce Results – You use our OE21 Results Excellence Measurement System (REMS) or your own measurement system to create weekly and quarterly trend chart measures for workforce capability and capacity, workplace climate, workforce engagement and retention, and workforce development, plus additional measures that are now in use or selected during this implementation. Milestone 10 is the end of the Workforce Excellence Program, unless you ask us to perform additional tasks under a new purchase order.

HOW OUR PROGRAM ALIGNS WITH BALDRIGE FRAMEWORK
The Organization Excellence (OE21) Scorecard, aligned with the 2024 Baldrige Excellence Framework, consists of 28 blocks that guide our processes, data collection, analysis, and performance improvement tools.
The blue blocks represent the criteria and processes essential for achieving Workforce Excellence, and further described in milestones 1 to 10 listed above.
The white blocks above the blue ones focus on:Operations, Customer and Leadership (strategy, financial and market) results, and these areas are directly influenced by the Workforce Results.
The OE21 Scorecard visually illustrates how workforce excellence drives overall organizational performance from bottom to top. Leadership sets the targets for excellence. The Workforce achieves these target results. We help everyone get on the right path and stay there.
