Course 6 Leadership and Strategy Excellence 

WHO BENEFITS FROM COURSE 6: The Leadership Focus Team is comprised of 2 or more participants who are senior leaders, directors, and top managers (e.g. CEO, CFO, CIO, COO,  and including Information Management managers. The Leadership Focus Team (LFT) Chair Person is accountable for Leadership Excellence results, including financial performance, marketplace performance, strategy alignment and accomplishment, leadership and social responsibilities, and impact.



Course 6 provides the foundation for Leadership and Strategy Excellence, and contains these OE21 Standards: 

1.1 SENIOR LEADERSHIP - Implementation of this OE21 Standard helps the organization:to:

  • Set and deploy the organization's mission, vision, and values to the workforce and to customers

  • Ensure that senior leaders' personal actions reflect a commitment to organization values 

  • Promote and demonstrates legal and ethical behavior

  • Get employees and managers engaged and focused on key outcomes and results

  • Create an organizational environment for success

1.2 GOVERNANCE AND SOCIAL RESPONSIBILITY Implementation of this OE21 Standard helps the organization to:

  • Determine how the organization ensures that everyone in the organization behaves legally and ethically, how it fulfills its societal responsibilities, and how it supports its key communities.

  • Fulfill the need for a responsible, informed, transparent, and accountable governance or advisory body that can protect the interests of key stakeholders (including stockholders) in publicly traded private, and nonprofit organizations. 


  • Address (1) the need for ethical behavior, (2) all legal and regulatory requirements, and (3) risk factors


  • Address the public concerns for certain organizations including their cost of programs and operations, timely and equitable access to their offerings, and perceptions about their stewardship of resources. 


  • Address the conservation of resources (e.g., green technologies, reduction of carbon footprint, use of non-hazardous chemicals, energy conservation, use of cleaner energy, or recycling


P.2 ORGANIZATIONAL SITUATION - Implementation of this OE21 Standard helps the organization:to:

  • Capture important strategic and competitive information about the organization

  • Provide important strategy inputs to 2.1 strategy development and 2.2 strategy deployment 

  • Support B.1 Organizational Assessments

  • Used as part of the Baldrige Award Application (if you apply).

2.1 STRATEGY DEVELOPMENT - Implementation of this OE21 Standard helps the organization:to:

  • Improve Strategic Planning Process - The critical steps and tools used for strategy development are defined and documented.


  • Execute Strategic Assessments - Five critical strategic assessments (surveys with analysis) are defined and ready to deploy, including Customer Needs and Expectations, Key Stakeholder Needs and Expectations, Workforce Capabilities, S.W.O.T., and Community Impact and Risks. 


  • Ensure Strategic Alignment - Alignment of organization mission, key intended outcomes, strategic goals, strategic objectives, and key performance indicator measures and targets from the top (executive level) to work unit levels of the organization.


  • Enable Strategic Innovation - The strategy development process stimulates and incorporates innovation in understanding challenges, problems, and issues, followed by the capture of improvement or solutions ideas from all levels of the workforce.


  • Ensure. Strategy Impact on Work Systems and Core Competencies - The strategy development process stimulates improvements and changes in work systems and core competencies for new products, services, and market opportunities.

2.2 STRATEGY IMPLEMENTATION - Implementation of this OE21 Standard helps the organization:to:

  • Implement Strategy Action Plans  - projects aimed at accomplishing Strategic Key Intended Outcomes (KIOs) including Excellence in Leadership, Customer, Operations, Workforce, and Community Results. 


  • Track Strategic Action Plan Progress - measured as (% complete vs. % planned) for each Strategy Action Plan task. 


  • Allocate Resources - ensure that financial and human resources are available to accomplish the Strategy Action Plans. Resource Allocation, and to provide budgets for all work units and departments. 

4.1b MEASUREMENT, ANALYSIS, AND IMPROVEMENT OF PERFORMANCE - implementation of this OE21 Standard was initially accomplished during Module 1. At this point, the organization finalizes the selection and tracking of performance measures for all key results indicators (KRI) and key results drivers (KRD).

  • Note 1: Many organizations refer to KRI as KPI (key performance indicators). 

  • Note 2: Key results drivers (KRD) are measures resulting directly from the implementation of all OE21 standards.

  • Finalize selection and tracking of Performance Measures - This standard defines how the organization selects and manages performance measures for tracking data and information on daily operations, and for overall performance.


  • Finalize targets and measures for 7.1 Product and Process Results; including product and service performance and customer service processes, process effectiveness and efficiency, emergency preparedness, and supply chain management results. 


  • Finalize targets and measures for 7.2 Customer-Focused Results; including customer satisfaction and engagement performance results. 


  • Finalize targets and measures for 7.3 Workforce-Focused Results; including workforce capability and capacity, workforce climate and satisfaction, workforce engagement, and workforce development. 


  • Finalize targets and measures for 7.4 Leadership Governance and Societal Responsibility Results; including senior leader’s communication and engagement with workforce and customers, senior leader's governance, legal and regulatory, ethical behavior, and results for societal responsibilities and support of vital communities, and achievement of organization strategy and action plans that contain strategic objectives 


  • Finalize targets and measures for 7.5 Financial and Market Results; including financial and marketplace performance results.

Objective 1 - 1.1 SENIOR LEADERSHIP 

  • Milestone 1 - Mission, Vision, and Values statements created and approved    

  • Milestone 2 - Communications Policy created and approved    

  • Milestone 3 - Key Intended Outcome (KIO) goals adopted and approved    

  • Milestone 4 - Mission, Vision, Values, Communications Policy and KIOs updated on Intranet    

  • Milestone 5 - LFT 1.1 Senior Leadership Results survey conducted

Objective 2 - 1.1 SENIOR LEADERSHIP 

  • Milestone 6 - LFT 1.1 Senior Leadership Results Analysis, Trends, and Simple Plan completed

Note 1 - Governance Systems are normally required for public, government, or nonprofit organizations. They are not required (optional) for most corporations, LLCs, or small businesses.

By the end of Objective 7, the organization should have finished all the assessments (milestones 1 to 6) and should have a preliminary set of strategic objectives created from the assessment results.

By the end of Objective 10, the organization should have Strategy Action Plans and a draft Strategic Plan, with this hierarchy:

  • Key Intended Outcomes (a shortlist of strategic themes or goals)

  • Strategic Action Plans (one for each Key Intended Outcome)

  • Strategic Objectives (milestones within each Strategic Action Plan)

  • Tasks (an individual task with performing organization, a start and finish date, and estimated labor (hours at specified labor rates) or non-labor dollars (material, subcontracts, other non-labor costs)


Course 6 Certificate - Leadership Excellence

When all the Course 6 objectives are completed, the OE21 Certification Coach conducts a final review of the Course 6 standards implementation and provides feedback to the focus teams.


When all OE21 Standards implementation requirements are met, the OE21 provider organization issues certifications to all focus team participants who actively engaged in implementing Courses 1 through 6.


Certification of IndividualsCertified Management Analyst - Organization Excellence (CMA-OETM

The CMA-OETM is the final implementation objective for all participants. The next phase is continuous improvement which means that all focus teams continue to use their OE21 standards and tools to measure, analyze and improve organization Results. 

Certification of Organizations: Certified High-Performance Organization (HPO21)TM 


The HPO21TM certification is awarded to organizations that achieve a score of 80% or higher as measured on the OE21 Results Excellence Dashboard.
